Who is this man and why is he working for the UN

Karl Rove has apparently planted a mole at the UN. How else can one explain this story about the UN humanitarian chief:

The UN humanitarian chief accused Hizbullah of “cowardly blending” among Lebanese civilians and causing the deaths of hundreds during two weeks of cross-border violence with Israel.

On Monday he had strong words for Hizbullah, which crossed into Israel and captured two Israeli soldiers on July 12, triggering fierce fighting from both sides.

“Consistently, from the Hizbullah heartland, my message was that Hizbullah must stop this cowardly blending … among women and children,” he said. “I heard they were proud because they lost very few fighters and that it was the civilians bearing the brunt of this. I don’t think anyone should be proud of having many more children and women dead than armed men.”

So as not to blow his cover as an anti-UN operative,the humanitarian chief, Jan Egeland, made the obligatory statements about Israel’s disproportionate force, but it’s very clear which side in the fight incurred his ire.
