I blogged here about the risk of vesting too much power in petty bureaucracies. Rhymes with Right has a really awful story about a single petty tyrant vested with too much power.

People acting anti-socially and not being punished, will simply become more anti-social, to the point where they are just a rabid dog that needs to be put down for the good of all.
And of course, the US military treats the captives at GitMo better than TSA. Why? Not because the US military is particularly made up of better people, although they are, but because there are more men and women of courage in command decisions to correct such problems immediately.
People with consciences automatically correct wrong behavior. People without consciences need to be corrected.
Video, Video, Video is the answer. Film and record the actions of the tyrant, broadcast and publish it and make it into a story. Destroy them for trying to destroy others. That is the just method.
