If Social Security could be merged into the General Fund (and it was, decades ago), then ANYTHING can be merged into the General (Taxation) Fund. And then as priorities change, it's all just another tax to add to the Great Money Pool.

Anyone who thinks such targeted taxes will remain targeted should take another look at our history of taxation. "But it's for the CHILDREN!" No, it's not.

Leftist ideology, whether of the American Democrat kind, the Democratic Socialism of Germany, or the Marxist and Socialist light versions of Communism, always violates the principle of human hierarchy and the principle of human fallibility.

Nothing they say or try to do, will ever change the fact that they are not gods and thus can never achieve what they promise they will achieve if only people give them more money and resources.

And, of course, if by some cosmic chance they do become gods, then it would still be a bad thing since I like being a human being and don't want some tin pot entity thinking it can change me for the better.
