I'm not sure it's anything to be depressed over.  Grade creep is only natural and for the vast majority of people it's just a matter of learning a new vocabulary.

Here's a line from an evaluation I once wrote for a ne'er do well.  My first draft was rejected by my CO for being too negative, so I responded with, "Airman Door has made great strides in performing some of his daily duties."  But even he realized he was not being praised.

I think a larger point I was trying to make is the same one you have articulated...  it's a matter of character.  Exaggerating one's own accomplishments while minimizing others' is a character flaw.  AND... It seems to be that General Clark is not the only one in this drama who suffers from that flaw.</description>
