Back in the last &#039;70s, I worked for the State of New York in the &quot;Work Incentive Program&quot; trying to place welfare recipients in jobs or job-training.  One day, we were visited by an upper echelon type from Washington, DC and, in the subsequent staff meeting, he asked if anyone had any suggestions.

I replied that we should do away with the waiting area and schedule clients so that they would be seen on arrival.  He asked why, and I replied that most of what was going on in the waiting area was people discussing how to beat the system.

Those were the day; those were the ways.</description>
