DQ asked me why the spendulus bill is being called, not just a “stimulus” plan, but also a spending bill, even though it includes tax cuts. My answer was that the Democrats view those cuts as government expenditures because the government, instead of seeing it as our money, which we give to it, sees it as government money, which it lets us keep.
