However, I read the account with a twist from the devil's tail.  How much havoc could a lone Taliban or terrorist cause?  And how much harder to capture one, let alone prevent the attack?  Especially given our extraordinary concern to avoid killing innocents?  (We don't do mass reprisals -- no Chechnyas for us -- so I utterly reject any notion of bogus moral equivalence).
