There are the die hards, the devoted True Believers and hard core folks. Don't leave those alive, don't try to reason with them, just terminate them. They won't give up fighting, so you must make them give up their life, to which they will then be rendered incapable of fighting. Unless there are UAVs up in Hell, of course.   Some criminals are not closely enamored of the criminal class. Those are the light folks: the thieves and what not. Those that don't wish to obey the law, but don't wish to disobey the law, either, except they want what they want outside of the law. These include the 'mistake' people who commit felonies because of passion or incorrect judgment or one of the numerous other human flaws inherent in our condition.   A criminal class closer to the center of the underground, would be systemic or organized crime. Different from free lancer work, this implies a societal network of fences, enforcers, mob bosses, territorial controls, and so forth. Gangs belong to this sphere.   Now deeper in the onion you go, you start getting near the rapists and murderers. Then even further in, you get the mass murderers, the serial killers, and truly deranged and dangerous people like Dalmer. Although he was only dangerous in the sense that he knew how to target people he could kill and eat. Not dangerous in the sense that he'd have a good chance against others. And the fact that some criminal had to do what we should have done for us, should have been the height of law abiding societal shame. But it wasn't. It was relief. Our hands were clean cause the criminals killed another criminal. If criminal societies are sickening at times, then so is the law abiding society as well, at times.   Counter-terrorism, anti-insurgency, or counter-crime operations should be conducted with as variegated and in depth a knowledge of the prey as you can get and maintain. Know your enemy, because that is one way to know yourself. ANd if you know yourself, you won't foolishly attack what you shouldn't attack, nor defend what you shouldn't defend.     Part of Obama's plan is to make people so desperate that they will want to join any organization that promises them economic security. Obama plans on providing that security. And if there are any criminal organizations present that think they want a slice of the pie, like ACORN, then Obama will work to integrate them as well.   We all should know by now that one of the best mob boss tricks is intimidation. If you want a good weekly income from extortion, you have to have intimidation. People won't pay into your system if there isn't a threat to them. And you can 'protect' them from this threat, if you are the one that creates the threat. If there was a real threat, like terrorism or foreign invaders, then you'd have to use the protection money to actually fight and protect your income sources. This becomes less extortion and more like mercenary defense contracts. It isn't as lucrative. Magnificent Seven or Seven Samurai territory. Pay to feed, house, and etc the warriors, so the warriors can prevent your village from being roasted and looted.   Obama knows how this works. A thief broke into her mother's home and stole the Cross. Odette ran a newspaper ad pleading for the return of the medal--and the thief returned it, along with a note of apology. Good to see that America's criminal class contains people of the same quality as the 1950s British criminal class.. On a less flippant note, I vaguely remember stories from WWII of mobsters who reported suspicious activity to the government (including, I think, attempts by spies to recruit mobsters, but I could be misremembering that.)
