		<description>Perhaps some enterprising  journalist should ask him when he is going to increase the troops for Afghanistan   &quot;so  that we’re not just air-raiding villages and killing civilians, which is causing enormous pressure over there.&quot;  One irony is that the ROEs for Afghanistan are so stringent that if there are any civilians near Taliban, troops are instructed to not fire. The Taliban, of course, have no such compunction.
I believe Kerry made a similar remark about Iraq.</description>
