Maybe they&#039;re hedging their bets and if a gang banger survives, they don&#039;t want to treat him for lung cancer while incarcerated.]]></description>

		<description><![CDATA[When make elk get ready to fight each other for mating rights, sometimes they find themselves in a &quot;taint&quot; situation: taint time to fight and it taint time to flee. They resolve the tension by resorting to displacement behavior. Typically this means pausing to graze for a few moments before returning to the pre-fray.

The Richmond city goverment is in a giant taint. They taint ready---and never will be---to admit that they have a large chunk of &quot;citizens&quot; (actually plantationized African Americans and Latinos) on their hands who are little more than either heavily armed or heavily terorized barbarians. They depend on these same beat-down, colonized folks for votes, so they can never give up or change the failed social policies that keep their constituents mired in despair and occasional savagery. So, no fleeing for now.

And they taint ready to confront the pathologies that are tearing their city apart more and more each year. That would require actually naming and describing those pathologies (many of which they suppport and abet)---rampant promiscuity, welfare addiction, the drug culture (both use and sales), criminally bad public schools, the destruction of fatherhood, the whoreization of women, and the contempt for middle-class self-control and learning. Nope, no fighting for now. 

The displacement behavior, of course, is to do something entirely mindless, irrelevant and counter-productive. Let&#039;s take a big chunk of the citizenry, which has to live in apartments because it can&#039;t afford to buy houses, and make it even more miserable but cutting off one of the few licit vices that the Nanny State still allowsw it. Then let&#039;s crow to all the progressive whites in Berkeley and San Francisco about how much we care about our colored folk&#039;s health even as we stand by year after year refusing to deal with the feral thugs that kill far more of them than cancer ever will. ]]></description>
