When people can redistribute responsibility and guilt unto some other third party, they’ll do it. If it is the responsibility of X to take out the trash, they’ll sit around and waste time waiting for X to take out the trash. The same effect goes on with government wealth redistribution and welfare.
The more responsibility the government is shoved into, the more people tend to sit around waiting for somebody to tell them what to do.
